Re: Who said what? STOP CASSINI #199
Date: September 29th, 1999
Dear Mr. President, others:
We have learned some more information about thyroid cancer. Also, Dwayne Allen Day denies saying anything about MCO. He accuses us of fraud, but even if we were wrong about who said what, his accusation is misplaced.
[Note: We were wrong, it turns out. Jim Spellman miscredited Chris Jones's words to Mr. Day. (However, in the same forum (and in the same sequence of emails), Mr. Day actually used the occasion of the MCO debate to refer to those opposed to Cassini as "nuts".) While cutting around the documents (no doubt trying to remove the most offensive or silliest stuff), Jim mixed up one person's techno-apologies for another's. -- rdh 10/02/1999]

Sir,
You are mentioned in newsletter #50, in an item by Karen M Cramer and sent in by Jim Spellman of NSS, September 30th, 1997:
http://www.animatedsoftware.com/cassini/nltrs/nltr0050.htm
You are also quoted in newsletter #152:
http://www.animatedsoftware.com/cassini/nltrs/nltr0152.htm
"The following comment on the subject was found in something sent in by Larry Klaes and was written by Dwayne Allen Day
Also in newsletter #167: August 9th, 1999, RE: Hydrogen leak:
http://www.animatedsoftware.com/cassini/nltrs/nltr0167.htm
Also, in newsletter #193; your comments were sent to me by Jim Spellman:
http://www.animatedsoftware.com/cassini/nltrs/nltr0193.htm
--From Dwayne Allen Day -- [Note: We learned later that these are in fact, apparently Mr. Chris Jones' words. -- rdh 10/02/1999]
One way of looking at it is to blame it on the "Faster Better Cheaper" mindset (well, maybe it was "Lower Hotter Cheaper" in this case) and say that any probe with plutonium on it ain't gonna be holding a FBC ticket.
Something else to consider; the upcoming aerobrakings that are supposed to take place directly from interplanetary flight, rather than first establishing a high orbit. The reports are that Mars' atmosphere is pretty variable from an aerobraking standpoint, so there's some uncertainty about the density at a given altitude and time. Couple that with navigational errors (I hope the apparent MCO error is a one of a kind thing!) and you get even more unpredictability. We'd better start sending swarms of probes rather than one or two if we're going to have such unreliability."
And in newsletter #194, I ask for a clarification from you of a portion of the above statement (which you have not sent).
I consider Jim Spellman an extremely reliable source for quotes from people in the industry. If he has misquoted you then please let me know how, and I apologize in advance. But there has been no fraud and I'm sure this matter can be cleared up without such accusations. If there are any other quotes by you which I have not found, please specify exactly what you are saying you did not say and where I published it.
Until I hear further from you, I do not know what you are claiming you did not say, and thus what you wish me to remove, and thus I cannot help you. I consider Jim Spellman a very reliable source.
I will, however, publish your request in my next newsletter.
Thank you.

The comments attributed to me concerning the MCO mission were NOT made by me. Remove them immediately.
Dwayne Day
I have no intention of removing anything. I shall, if evidence suggests, remove the attribution to Mr. Day, and I will certainly fix the item to link forward to this item in this newsletter, but at this point I simply do not have enough evidence, without questioning Mr. Spellman's accuracy, which I am loath to do. So I sent Jim the following letter, and am currently waiting for a response as this newsletter is being written. Hopefully by tomorrow this peculiar matter will be cleared up entirely and we'll all know who said what.
Dear Jim,
Attached is a second email from Mr. Dwayne Allen Day today. He says he did not say the things you sent me as having been his words. Can you please tell me where you got the comments you sent me in your email, which you attributed to Mr. Day?
In the midst of all else that is happening, Jim, the last thing I expected from you is something Mr. Day referred to a "fraud". You are a professional reporter and this could be very damaging to your reputation, but I expect you will have a good explanation. Naturally, I trusted you to supply me with accurate information because you have always done so before, but Mr. Day is denying that accuracy.
Please explain this at your earliest convenience as Mr. Day is adamant he did not say the things attributed to him by you.
Sincerely,
Russell Hoffman

It would be appreciated if anyone who knows who said the words Jim sent me and attributed to Mr. Day, would step forward and set the record straight, and perhaps they will be able to explain why Mr. Day received attribution for them as well (apparently incorrectly). -- rdh
[NOTE: Subsequently, we were shown additional documentation by Jim Spellman indicating these are indeed NOT Mr. Day's words and Jim had "mis-spliced" them, and mis-attributed them, apparently by accident. These are apparently the words of Chris Jones. However, the subject of one of Mr. Day's actual postings was "MCO and the Cassini nuts" which is certainly far more offensive! -- rdh 10/02/1999]
I contacted Jonathan Mark of the NOFLYBY web site and asked if he wanted to make a statement about Mars Climate Observer (MCO) for my newsletter. Here's what he had to say about it:
i guess it observed more than the climate... i figure the mco
is old and obvious news like the three consecutive
titan 4 mishaps since cassini.
Perhaps the real question is, why does the editor of the STOP CASSINI newsletter actually think that new-found self-evident facts could actually cause a change in policy? I guess eternal optimism is very hard to cure. -- rdh
The following email links to five media reports about the loss of the Mars Climate Observer probe. NOT ONE of them manages to make the obvious, clear-cut, indisputable connection to the dangers posed by Cassini's flyby of Earth last month.

NASA ABANDONS SEARCH FOR CLIMATE ORBITER
------------------------
Listening stations around the world are giving up all hope of locating
the missing Mars Climate Orbiter spacecraft. It's presumed the probe
crashed into the planet, or burned up in its atmosphere, when it attempted
to perform a dangerous flyby maneuver. Only two of the last seven probes
sent to Mars have successfully carried out their missions.

Yesterday we were forwarded an email about a 28-year-old female from York, PA who recently discovered she has thyroid cancer. We promised to try to learn something about thyroid cancer, and this is what we have come up with so far:
Dear Ms Brown,
I have found some additional information about Thyroid Cancer and its connection to radiation.
A main source of information is "Health Effects of Exposure to Low Levels of Ionizing Radiation" (BEIR #5) (1990), published by the National Research Council of the National Academy of Sciences. This particular report was supported by the Oak Ridge Associated Universities. NAS also gets money from DOE. This is a government document.
(Note: For all these reports, they used the life-span study of Hiroshima victims, which skew the data down very significantly by eliminating on technicalities, many of the people that were affected.)
Page 281:
"The incidence of thyroid carcinoma has been observed to be increased in a number of irradiated populations."
They then list some of these populations along with this statement:
"Carcinoma of the thyroid was the first of the solid tumors noted to occur at increased frequency in the Japanese atomic bomb survivors. Even earlier, however, an increased incidence of thyroid cancer had been reported among persons exposed to therapeutic x-rays as infants."
Fallout can occur from atomic testing, regular (continuous) and abnormal releases from nuclear power plants, and the nuclear fuel cycle, including reprocessing facilities, for example.
The report continues, "Susceptibility to radiation-induced thyroid cancer is greater early in childhood than at any time later in life. In those exposed before puberty, the tumors usually do not become apparent until after sexual maturation. Females are two to three times more susceptible than males to radiogenic as well as spontaneous thyroid cancer." It adds, "The development of overt cancer from thyroid epithelial cells is dependent on hormonal stimulation, with the result that any condition leading to sustained elevation of thyroid-stimulating-hormone levels increases the risk of thyroid neoplasia."
We suggest you contact the The Radiation and Public Health Project in New York, who have tried to keep track of exposure from Three Mile Island:

Also, if you have kept one of your baby teeth somewhere, it can be tested for strontium 90. It will show how much (if any) additional strontium 90 is in your bones over "normal" levels (strontium 90 is man-made and did not occur at all prior to the atomic age. Worldwide levels of strontium 90 have been decreasing since the end of above-ground weapons testing EXCEPT for releases coming from the ongoing nuclear fuel cycle, such as reprocessing plants and nuclear power facilities, DOE research labs, etc.). The level of strontium 90 in your bones will even be an indication of how much strontium 90 is in your mother's bones. The body thinks strontium 90 is calcium so it incorporates it permanently into bone. Your level of strontium 90 in your bones is important, since a higher level increases your proclivity for bone and breast cancer (in men, prostate cancer rates increase with increased levels of Strontium 90). Since you are probably considering (or have even started) chemotherapy or radiation treatments for the thyroid cancer, it would be better if you do not also have elevated levels of Strontium 90 as well. Any additional radiation is not advisable and should be carefully considered.
If your thyroid has been or is going to be removed, you'll need to be on hormone treatments for the rest of your life. Pamela Blockey-O'Brien also states the you should be taking a full spectrum of anti-oxidant vitamins. These boost your immune system. Radiation is a powerful suppressor of the immune system response in humans and animals alike.
We shall all pray for the best for you.
Sincerely,
Russell Hoffman
(with assistance from Pamela Blockey-O'Brien)
Everyone in possession of any of their baby teeth are encouraged to visit www.radiation.org to learn if they might be useful for the study Dr. Jay Gould is doing about Strontium 90 uptake and its relation to cancer rates near nuclear power plants. They now have "1442" samples, according to their web site, but they need many, many more. Please visit this web page for easy instructions on how to send the teeth in:

The hearings cited below concerns the production of Pu 238 for space missions. The "no action" alternative is mentioned, but probably only because they have so much Pu 238 on hand (or available from the USSR) that they are not sure they will need to produce more!
The STOP CASSINI newsletter editor does not see much purpose in these hearings for the purposes of stopping the production of Pu 238 for space missions. As I wrote to Jonathan about it, "Besides, it's playing 'their game' -- never a good thing. You can't win if the only battles you fight are the ones your opponent purposefully presents you with. You must forge new ground if you are to be successful, because they've covered all the usual paths."
For those who wish to go, here are the dates and locations:
On September 15, 1999, the Department of Energy (DOE) announced its intent to prepare a programmatic environmental impact statement (PEIS) for accomplishing expanded civilian nuclear energy research and development and isotope production missions in the United States...
[ ... clip ... ]
A "No Action" alternative will also be evaluated. DOE would continue to rely on the existing infrastructure for production of isotopes and nuclear research and development within the current operating envelope. No domestic capability to produce Plutonium-238 for future space missions would be established.
DOE has canceled the Plutonium-238 Production EIS and will integrate the plutonium-238 production analyses in the PEIS. All oral and written comments previously received by DOE on the proposed scope of the Plutonium-238 Production EIS will be considered in preparing the Nuclear Infrastructure PEIS.
DOE will hold the following public scoping meetings to solicit oral and written comments on the proposed scope and content of the PEIS:
* Oak Ridge, TN at the American Museum of Science & Energy, 300 South Tulane Ave., October 13 from 6 to 9 p.m.
* Idaho Falls, ID at the Shilo Inn, 780 Lindsay Blvd., October 15 from 6 to 9 p.m.
* Seattle, WA at the Seattle Center, 305 Harrison Street, October 18, from 6 to 9 p.m.
* Portland, OR at the Marriott Hotel-Downtown, 1401 SW Front Ave. October 19 from 6 to 9 p.m.
* Hood River, OR at the Hood River Inn, 1108 East Marina Way, October 20 from 6 to 9 p.m.
* Richland, WA at the Best Western Tower Inn & Conference Center, 1515 George Washington Way, October 21 from 6 to 9 p.m.
* Arlington, VA at the Sheraton Crystal City, 1800 Jefferson Davis Highway, October 26 from 2 to 5 p.m.
Registration will begin at 6 p.m. (2 p.m. in Virginia). DOE project personnel will be available for informal discussions before and after the DOE presentations. The DOE presentation will begin at 7 p.m. (3 p.m. in Virginia). After the presentation, meeting attendees will be invited to provide their comments on the scope of the PEIS to DOE representatives.
For more information, please call toll-free 1-877-562-4593. The Federal Register Notice of Intent and other project information is posted on the DOE Internet Site at http://www.ne.doe.gov

Many of the issues presented by Russell Hoffman in this letter are based on conversations with Dr. John W. Gofman (who isolated the first working quantities of plutonium), the late Dr. Karl Z. Morgan (who was known as the "father of health physics"), Dr. Ernest Sternglass (who has done statistical studies about LLR), Dr. Jay Gould (ditto), Dr. Horst Poehler, Dr. Helen Caldicott, Dr. Ross Wilcock and dozens of activists, as well as many others on both sides of the nuclear debates, including ex military nuke expert Jack Shannon (responsible for the design of the D2G Navy reactor, the most widely used reactor in the U. S. navy), award-winning investigative reporter Karl Grossman, ecologist and human rights advocate Pamela Blockey-O'Brien, etc. Also, I've read a few dozen books on the various subjects. And scads of government documents purporting to explain how something so dangerous can be safe. Professionally, my pump training software is used throughout the pump industry and even in some nuclear power plants around the world to train their staff about mechanical pumps. Any errors herein are regrettably my own, but I believe it would take an extremely unlikely preponderance of errors to invalidate my basic position on these issues.
