Dear Mr. Steadham,

Thank you for your email (shown below).  It probably won't take that long to finish my response, but then again that last 10% can take 90% of the time.

BTW, did you look at what they discovered at Monticello, as shown in the same report as the Perry Automatic Scram?  They discovered that the primary containment was inoperable (NRC event #38130).  They are looking into the matter, and the NRC person I spoke to about it (not to drop names but he was a "branch chief" and I just got off the phone with him) agreed that it looked like a very serious violation.  It took only a short time to fix, so they only had to start shutting the reactor down and then they were almost immediately able to bring it back up to full power, but the primary containment appears to have been inoperable since the day the plant first started to operate.  For some reason it took them four hours to realize that NRC Technical Specification 3.7.A.2.a required a shutdown.

Safe?  Reliable?  Well-maintained?  I hope you've cleared your desk for Monday.

Sincerely,

Russell Hoffman
Carlsbad, CA

O.K.  Sorry.  By the way, this will be one of the last
times I check my email until Monday - I'm leaving for
the weekend.

So, take your time over the weekend to compose your
answer - alright?
