The WTO protests in Seattle are a terrifying prelude to Y2K.  Today, the news reports around the country are ignoring the news.  20,000 labor union protestors, and probably 50,000 more environmentalists, are demanding fair and reasonable things from the World Trade Organization.  This corrupt organization should never have been created.  America's own trade representative, Charlene Barshefsky, spoke on CNN today about the need to understand that so-called Third World countries need time before they can apply all the humanitarian laws we have here, like child labor laws and environmental laws.

WRONG!

The poor people in the so-called Third World countries actually need the protection of these types of laws the most!  Our Ambassador to the WTO should be saying the very things the labor unionists and environmentalists are saying!

And she should be decrying the buckets of tear gas the police are flooding downtown Seattle with as I write this.  They are also using water cannon, and mounted on horses they race into and through the crowds -- somebody could get hurt.

This report is based on the few news clips which have been presented on the national and local news stations.  The issues are being ignored.  The WTO -- and the protests -- should be getting wall-to-wall coverage on the news.  Instead the government "suddenly" has uncovered a mass grave in Mexico, reportedly containing as many as 100 bodies, apparently mostly drug informants whom the police should have protected, as they were undoubtedly promised.  "It's not unusual for drug informants to disappear" says one officer nonchalantly, explaining why they didn't realize what was going on sooner.

Back in Seattle, more than anything, the waves of riot police looked like stormtroopers, as they marched down the street, unwavering, expressionless, scary.  (The title of this item is a reference to a book about the Holocaust.) 

Each riot policeman is probably wearing a year's salary worth of equipment, if not more.  Helmeted and unidentifiable, they wear padding a football player or downhill mountainbiker would be proud of, and are equipped with tear gas grenades, a tear gas pellet gun, large bundles of tie-clip type handcuffs, radio communications equipment and billy clubs. 

IT LOOKS LIKE THE CHICAGO DEMOCRATIC CONVENTION, 1968.

But it's different.  These guys are highly trained for effective crowd control, these guys are out to rule the area, these guys have had long and detailed training in "pain compliance techniques". 

FIRE IN THE EYES

Many of the protestors have been peppersprayed.  To obtain a video documentary of what being peppersprayed feels like, contact Headwaters Action Video Collective (HAVC), and order their video "Fire in the Eyes," showing police footage and background on the Headwaters campaign.  Contact HAVC at havc@havc.org or by voicemail at (707)-459-5490 ext. 582.  (Another way to get a very similar experience is to rub cayenne pepper or worse, fresh habanero pepper juice directly in your eyes.  The author, having been a spice distributor in a previous employment, and being a klutzy fan of delightfully hot foods, has experienced these alternatives.  It feels like a knife in the eye (actually, this can be taken somewhat literally, because a few months ago the author managed to get a foreign object in his eye, which an ophthalmologist had to remove under anesthesia.  After a couple of days of intense pain in my right eye, I went to the optometrist.   He observed me and found nothing.  I described the feeling again -- "Doc, it feels like I imagine a knife in the eye must feel like" and he looked more closely, under magnification, and identified something, and sent me to the ophthalmologist to have it removed.

Pepperspray (and knives, even microscopic ones) are very painful.  It is not a pleasant experience. [Kids: Don't try this at home! Let a sworn professional do it for you -- in Seattle!]

WHY ARE THESE PEOPLE DOING THIS?

It's really pretty simple:  Every right we've worked so hard to obtain, every environmental law, every labor law, every rule by which greed is kept in check in a world filled with greedy people, can be struck down by other countries, thanks to absurd and abusive agreements (made in secret) by the World Trade Organization.  Even though Clinton spoke today at the meeting (lied about several things, pretended to care about others, etc.) and even though we have American representatives there, the whole idea of the WTO is against everything Americans believe in.  Why?  Because it supercedes our laws!  For example it forces us to trade with countries who violate child labor laws, or who have no environmental laws to protect their citizens -- or us.

GOOD AMERICANS ARE PROTESTING WTO IN SEATTLE

Labor unionists and environmentalists of 1000 varieties are protesting the WTO right now, and we support their efforts.  Our government riot squads are enjoying this opportunity to show the rest of the country that they mean business, and are not going to permit riots on January 1st, 2000.  But are there really enough of these fearsome stormtroopers, who are trained to humiliate, demoralize, confuse and overpower any group of protestors anywhere?  Are there enough of them to take care of protests everywhere, all at once?

And if there are (or there aren't), will the news reporters sit around deploring the violence?  In Seattle it appears that nearly all the violence was either 1) Done by the police, 2) Done by agent provocateurs of which there are undoubtedly many, or 3) Was done by vandals-of-opportunity, who just happened to be in the right place at the right time and want to be destructive.  Why are the reports ignoring the message all Americans should be receiving out of Seattle, Washington this week:

THE WORLD TRADE ORGANIZATION IS BAD FOR AMERICA AND BAD FOR THE WORLD.

All monetary laws, all trade laws, etc. must all be secondary to environmental laws which protect the planet and humanitarian laws which protect the people.  WTO is designed to skirt these very fundamental principals.

[ An interesting Y2K-related glitch has turned up at the Indian Point units in Buchannan, NY just 35 miles from New York City having to do with the erronous disabling of a program file for control rod drive monitoring system. The Consolidated Edison error was made as a result of an earlier Y2K review on the reactors.

There are at least a couple of significant issues raised by the following NRC communication reporting the event:

1) The problem is safety significant. This PWR system monitors and alarms for reactor core reactivity levels (fuel criticality levels).  Particularly, the system monitors/alarms for reactor core "hot spots" and control rod drop events that, if, occuring simultaneously and not promptly /accurately monitored and responded to by control room operators can lead to fuel damage in the reactor core. 

2) The Y2K review and error was made by ConEd in March, 1999 but their erronous deletion only recently turned up as a potential problem during the restart of the unit.  Indian Point was listed by NRC as "fully ready" when in fact ConEd had disabled its reactor core control/monitoring system in error. Albeit, the error has been discovered, but the level of uncertainty within other unverified work remains.   Paul Gunter, NIRS ]

Indian Point Nuclear Generating Units 2 and 3

In March 1999, while conducting Y2K reviews, Con Edison disabled a file within PROTEUS (the plant computer) that serves as the alarm function for rod deviation monitoring. This file was developed by Con Edison and placed within PROTEUS approximately six years ago when the first cycle specific rod/bank deviation limits were established. The alarm program is a file within PROTEUS that automatically changes the Individual Rod Position Indication (IRPI) vs. Bank limits when power range instruments reach 50%. When performing their Y2K reviews, Con Ed determined that the Subject file was among 40 files that might be obsolete. These files were to be reviewed and a decision made as to whether or not they should be disabled. Due to an oversight, the 40 files, including the rod deviation monitoring file, were disabled before a proper review was conducted.

During the most recent startup, operations and computer applications personnel at IP2 realized that the file had been disabled in error. The IP3 technical specifications require that rod indications are logged once per shift if rod deviation monitoring is unavailable. To meet the requirement, Con Ed verified the rod position was within +/- 12 steps every 6 hours during startup. Con Ed then reviewed and tested the Rod Deviation Monitoring file and found it to be Y2K ready. The file has been returned to service.

Con Ed has also reviewed the other PROTEUS files that were disabled and has determined that none were disabled in error. Con Ed is planning to submit a voluntary Licenses Event Report on this Subject.

On November 24, Israeli newspaper Yediot Ahronot published parts of the trial protocols and investigation material in the case of nuclear whistleblower Mordechai Vanunu, following the release for publication of more than 1,200 pages of material by the Jerusalem District Court. This material has been secret for the past 13 years, since Vanunu was kidnapped and tried in camera.  The published articles include details of his kidnapping, testimony of Shin-Beit interrogators, and much more information related to the case.  As a result of the publication of this information, public discussion has been raised in Israel about Israel's policy of secrecy on nuclear issues in general , and about the Vanunu case in particular.

SOMETIME - PROBABLY IN THE NEXT WEEK OR TWO - VANUNU WILL HAVE A PAROLE BOARD HEARING.  THE EXACT DATE IS NOT YET KNOWN.  HE HAS ALREADY SERVED OVER TWO-THIRDS OF HIS 18 YEAR SENTENCE, AND SO IS ELIGIBLE FOR PAROLE.  PLEASE SEND LETTERS, FAXES AND EMAILS AS SOON AS POSSIBLE TO THE FOLLOWING OFFICIALS, ASKING FOR HIS UNCONDITIONAL RELEASE FROM PRISON.

(4) Russian port rejects radioactive shipment of scrap metal:


This news item was delayed for unknown reasons before it got to our desk, where is was further delayed for lack of topicality.  But people who were paid by NASA to control Cassini's trajectory (for example people such as David Doody) should note that Cassini could have come down anywhere on Earth, and would have caused a much bigger disruption than this 150 tons of scrap.  Cassini's 400,000 Curies of Pu 238 was a horrendous potential radiological burden which should have been prohibited. -- rdh

Russian port rejects radioactive shipment of scrap metal

MOSCOW (AP) -- Russian port officials returned a 150-ton shipment of scrap metal to its sender in southern Russia because it was highly radioactive, a news report said Sunday.

The cargo included pieces of pipe that had been used for transporting oil from wells with a high natural uranium content, the ITAR-Tass news agency quoted the Stavropol Emergency Situations Committee as saying.

The shipment was emitting radiation at more than 200 times acceptable levels, the committee said. The report did not give an exact radiation level.

The metal had been shipped via train from a company based in Budyonnovsk in the southern Russian region of Stavropol to the Black Sea port of Novorossiysk. It was unclear where the company was sending the metal.

(5) United States Government looks the other way -- and sees a problem:


Amidst continuing accusations that the Paducah Gaseous Diffusion plant in Paducah, Kentucky has been irradiating its workers, their families, and anyone in the surrounding area with not just hexaflouride gas, but with plutonium as well (see Stop Cassini newsletter #222, November 5th, 1999), and amidst continuing accusations that America is using Depleted Uranium in spite of overwhelming evidence that doing so is a crime against humanity (reported in numerous newsletters), and amidst continued plutonium launches planned by NASA and no doubt by the military as well (email addresses you can use to protest these launches are in every issue of this newsletter), and amidst nuclear accidents and near-accidents in Tokaimura, Japan (see issue #200, others), and in Aldermaston, England, (see issues #231 & #232) and amidst numerous other nuclear problems elsewhere in the past few months, and amidst evidence of corruption within numerous of NASA's contractors, such as Boeing, Lockheed Martin, USEC, (and not to mention the obvious corruption at S.A.I.C., obvious simply because Woody Smith, who is as corrupt as ever they come, works there (and for many other reasons)).

Amidst all this, comes this important announcement.

I blocked out the phone numbers.  It was fun to pretend I was censoring something important to help keep the gears of my country's military running smoothly over hill and dale (and, alas, over the rights of protestors in Seattle and citizens everywhere).

I think this co-belligerent might be aware that I like to visit military museums, and will be more careful how close I get to those dials in the future.  The co-belligerent adds, "Don't ever say I haven't been nice to you from time to time!"

Seriously, this points out (among other things) the very reason real Americans should be strongly against the World Trade Organization and all that it represents.  American laws work to protect American workers from radiation dangers, and the WTO weakens those laws.  Time was, when workers would lick the brushes they were using to paint the dials -- they didn't know any better -- getting radium all over themselves, their clothes, their families, etc.  Their cancer rates were phenomenal -- a catastrophe.  In other countries the laws are far less strict, and the need for jobs -- any jobs --  is far greater.  Worse, the lack of knowledge on the part of the workers is more severe.  All these are why the WTO is bad for America and bad for the world.

To learn about the absurd excuses NASA used to launch Cassini and its 72.3 pounds of plutonium in 1997, ask them for the 1995 Environmental Impact Statement for the Cassini mission, and all subsequent documentation.  At the same time, be sure to ask them for ANY and ALL documentation available on future uses of plutonium in space, including MILITARY, CIVILIAN, or "OTHER" (just in case they make a new category somehow!).  To get this information, contact:

YOU HAVE A RIGHT TO KNOW WHAT NASA IS DOING TO YOUR HEALTH. 

NASA should never have been allowed to launch monstrosities like Cassini and Galileo, but the next breed -- such as Europa Orbiter and Pluto-Kuiper Express are not much better and the policy is being set for greatly increased rates of missions!  The danger continues!  To complain to NASA about their future nuclear space probes, here are two addresses you can use:

Be sure to "cc" the president and VP and your senators and congresspeople, too.

Always include your full name and postal address in all correspondence to any Government official of any country, because otherwise they will throw it out unread, or hand it directly to their police force to try to identify the author.  (Thus, nothing good will come of it.)  Also, ALWAYS include a personal message of some sort, indicating YOUR OWN VIEWS, even if you include a lot of material written by other people (me, for instance).
